Voting YES on Prop S means investing in older adults. Prop S will help seniors stay independent and live safely and with dignity in the homes and neighborhoods they know — while supporting family caregivers and reducing the need for more costly care.
Services that help older adults stay independent:
Proposition S will establish a St. Louis County Senior Citizens' Services Fund. These funds provide funding to community organizations that help older residents remain safely in their own homes.
Senior Citizens' Services Funds currently exist in 57 counties across Missouri.

Many seniors earn too much to qualify for government assistance but not enough to cover all of their needs. Prop S would create a Senior Citizens' Services Fund that bridges the gap and provides the extra support many seniors need to keep living safely and independently.
One bill
Many County seniors have just enough income to cover their regular expenses, but one major home repair, high energy bill, or unexpected emergency can put them at risk of losing their home. Prop S would help fill the gap and support seniors and their families.

Caregivers
Many families struggle to balance work, raising their own family, and caring for older relatives. Caregivers miss work, take time off, or lose pay to help with appointments and daily needs. Prop S will fund services that ease those burdens.

Prop S would be funded through a 5-cent property tax levy for every $100 of assessed property value. For homeowners, that amounts to about $9.50 per year for every $100,000 of appraised home value — less than $1 per month.
The fund would be managed by an independent board of seven people who watch over the money and make sure it is used to help older adults. St. Louis County would also audit the fund every year.
